FOLEY Public Health Director Review of plans and other supporting documents submitted at this time relative to the above - regarded project has been completed. Comments are offered as follows: On September 21, 1998 an inspection of the house of the above- referenced project was conducted by the writer. At the time of inspection it was noted that, according to this Department codes, a four bedroom house was constructed. Furthermore, please be advised of the following: 1) The construction permit approved by this Department on September 11, 1996 was for a four bedroom house. 2) The construction of the house and the SSTS is in violation of Putnam County Sanitary Codes (see attached letter dated September 22, 1998). 3) A construction permit for the installation of the trenches has not been submitted. 4) The current guidelines for a potential/existing bedroom refers to size and location only of the room. I have advised all parties from September 21, 1998 that while any proposed revisions of the floor plan would be reviewed, the constructed is considered a four bedroom house under current codes. This office was not contacted that revisions to the fill pad were completed. 3) The potential bedroom count of the existing house does not correspond to the house plans approved by this Department. This is a violation of Article III, Section 2 (d) of the Putnam County Sanitary Code. It appears that a potential five bedroom house was constructed. 4) Trench ends were not exposed at the time of inspection. 5) Silt fence was not installed. I am a 48 year old computer consultant and currently reside in Connecticut with my wife. I have two children, both married, that do not live with us. My wife and I were attracted to the site in Patterson due to its privacy and scenic view. Our only concern was that the property taxes in New York are considerably higher than Connecticut. In checking with the Patterson assessor, we determined our house would be assessed for less as a 3 bedroom then a 4 bedroom, saving us approximately $750.00 a year. Due to the fact that my wife and I plan on remaining in this home until my retirement, the savings would be considerable. I work out of the house and specifically designed with Cornwall Builders the front center room as my office (mainly because of the view and the light it afforded me). My contract with Cornwall Builders is for a 3 bedroom house with an office, not a 4 bedroom house. This is at my request and I hope that you will honor it.
