In a unanimous decision by the Board the proposed site for development was deemed unacceptable. The aforementioned site has a history of proposals for development that have been deemed unacceptable by the District. Assisted by: Terry C. Bleen - Soil Conservationist James Cropper - District Conservationist Forward: This technical land use review is being prepared in response to your request for technical assistance submitted to the Putnam County Soil and Water Con- servation District. The reYi-ew was supported by the following material; a preliminary design schematic prepared by Dominick W. Bucciero, the Putnam County Soil Survey Interim Report (July 1979), the United States Geological Survey Oscawana Lake Quadrangle, The United States Department of Agriculture /Soil Conservation Service TR -55, urban hydrology for small watersheds, and by an on site investigation - feasibility study by Terry Bleen and James Crpper of the United States Department of Agriculture /Soil Conservation Servic( Situation: The soils of the proposed building site are Alden- _ Sm1- series- _borrtered — by CS-C - Charlton,.. & CSE- Charlton to the North, South and West respec- tively. The land use limitations of streets, basements and septic tank fields for these soils range from moderate to severe. The rating of severe does not imply that the indicated soil may not be utilized for the use under consideration but it does point out the nature and degree of the problems which must be overcome. The surrounding watershed of approximately 56 acres carries its surface water run -off across the proposed building site to outlet into Lake Oscawana. The brook, situated on the northerly end of the property, carries a large volume of surface water during rain fall activity. This large volume of surface water, that is and has been carried across the aforementioned site over a long period of geologic time, accounts for the accumulation of alluvium present over the glacial till soils. During our field investigation we . e .o t e Situation ( cont.' discovered the old surface at a depth of 18" below the present surface. After viewing the aerial photos of said property under a steroscope and with the aid of a United States Geological Survey topography map representing the Oscawana Lake Quadrangle, one can readily see that the proposed site is surrounded by a ridge to the North, South and West. The proposed site, by design of nature, is a pocket which collects the surface water from the ridge above and carries it to its outlet, Lake Oscawana. "a. Items Subject to Review or Modification: — 1. Location of curtain drain - located to accept lateral seepage but too high at topo line 598 on schematic. 2. Limited space for septic field.- soils have seasonally high water table. 3. Raw profluent must be pumped up -hill to septic field - during electrical failure - need a back -up system. �;. Proposed design for relocated channel not adequate for 10 year storm, based on our calculations peak discharge area factor - 96 cfs. Channel should be designed for 50 year storm freauency - preferably 100 year storm frequency. 5. Prevent surface water from crossing and collecting on septic field site and proposed home site. Can divert surface water with an asphalt curb, an earthen diversion or concrete surface drain. 6. Suggest leaving original brook open while construction for relocation of brook is underway. After vegetation is established on relocated brook open for use and cover up original brook. This procedure would reduce amount of sediment discharge into Lake Oscawana and hasten establishment of vegetation on relocated brook. 7. Protect lot and lake shore line against erosion during construction activity. Prevent sediment -from entering Lake Oscawana by using straw bales. Soils on site moderately to highly erodable when distrubed. 8. Suggested seeding for erosion control, shore line protection and bank stabilization for relocated channel - creeping red fescue with birdsfoot trPfnil A?2!i tall fescue 9. Consider 2 bedroom in lieu of 3 bedroom - to reduce size of septic field Evaluation: Providing all of the above recommendations are followed the proposed site is very marginal. The potential for water pollution from the proposed septic field site is very high.when one considers the seasonally high water table of the soils on site and the proximity of water supplies - i.e. Lake Oscawana & fresh water wells. Placement of the curtain drain to the more desirable location would greatly reduce area of proposed septic field. Burge 45 East 89 Street New York City.10028 i Deer Mr. & Mrs. Burge: Re: Site Report - Kisslinger Property` West Shore Drive - Lots 11 & 12; a portion of Lots 10 & 13 Putnam Valley, New York This .report is based on site inspections made at the above- referenced property on Friday, October 28, '1977, Friday, November.4, 1977 and Wednesday, November 9, 1977: The property is at a low point along '.West Shore Drive and has'a brook running through the center of Lot 12, which is o'n the 'northeasterly side of the property.. Due to the proximity of the above - mentioned .brook, Lake Oscawana and a well on the Siberman property to the south= west, the only area left for the sewage disposal system,, is in the southwest corner of the lot,adjacent to the road. :The sewage disposal system must be a. minimum of 100 feet from the brook, the" lake and the well. '.As soon as the percolation and deep test holes were dug, they began filling up with water. Inspection of the holes on Friday, November 4, 1977 indicated the same conditions, with the holes filled with water to the top. A third in- spection of the property was made on .November 9, 1977.wi.th an official of the Putnam County Health Department. This was the day after a heavy rain storm. The lot was- engulfed with surface water from the road and the properties acorss the street. We observed water continuing to exit onto-the property. In its present condition, therefore, -this lot could not get an approval and a permit for the construction of a sewage disposal system from the. Putnam County Department'of Health. They did indicate, however, that if certain work (which I suggested) was done, they might consider re- viewing t:he si(AUltion with no '.prior commitments or guarantees.
