Dear Mr. Morris:
Following our conversation, I did receive the letter responding
to our application to build a greenhouse /garden room on our home
at 206 Lake Shore Dr. West in Putman Valley. In reply to your
comments:
1. I have had several conversations with Mr. Mahoney from the
Putnam Valley Zoning Board who said he would clarify the
discrepancy in the increase of living space between that of the
Zoning Board and our architect's estimate. It is 13.5 %, but was
stated as over 20% because Mr. Mahoney said they were including
the previous, addition for which we had already. received the
°Department- of Health' s • approval, as per the` encicssed' copy.
2. The location of the water well is, shown on the attached
plans.
3. Enclosed is a money order in the amount of $100 made out to
the Putnam County Department of Health.

Review of plans and other supportIng documents submitted at this. time relative to
the above captioned project has been completed. Comments are offered as follows:
1. The Decision and Order received from _the Town of Putnam Valley Zoning Board
of Appeals states that the livable space will be increased by greater than
20% by the,enclosure.of the existing.back porch. Your letter dated November
18., 1993 notes the addition will result in an increase of 13.5% in the
habitable floor area of the residence. The above noted discrepancy must be
resolved prior to a decision by this-Department
2. The location of the water well is not shown on the site plan.
3. The required $100.00 application fee has not been submitted. The fee must be
a certified.check or money order made out to the Putnam County Department of
Health.
Upon the receipt of'a submission, revised to reflect the above - comments, this
application will be considered further.

I have received and,reviewed the plans for the proposed addition to the above
mentioned residence.
The plans have been approved as per plans bearing this'Departments stamp and
dated October 26, 1992.
The.survey indicates that sufficient area exists to expand or repair the sewage
disposal system, should it become necessary in the future. Therefore, based on
the information submitted, the above mentioned addition is approved with the
following conditions:
1. The total number of bedrooms must remain at two without prior approval by

Dear Mr. & Mrs. Sandler :
Another plan is to be submitted, which may be prepared by the property owner,
showing the location of'the water supply source ( well or water line ) and the
location of the sewage disposal system for the above- caption lot. Also, the
location of all existing and propsed wells within 200 feet of the existing sewage
.disposal system are to be located on the same plan. Locating the sewage disposal
area(s) and wells) on a copy of a survey or tax map is usually sufficient.
At -this. time no. professional services, plans from .an architect. or engineer, are
required.. Professional plans are not required for -all addition approvals. If
further documents -are required you will be notified by this office.
If there are any questions on the above comments, do not hesitate to contact me

I am writing to you for Putnam County Department of Health
approval, as part of my application for a variance to build an
extra room on top of our existing residence.at 206 Lakeshore Drive
West.
My wife and'I purchased our home about 5 months ago, and it is a
two bedroom residence, as per the enclosed diagram.. We are about
five years away from retirement and hope to eventually move to the
area permanently.
The house has a flat roof on the_South side, with an outside
staircase,,and the former owner used this area as a sun deck.
Because of the added height, the view from the roof is
magnificent.. In order to take full'advantage of the view (and also
to be able to enjoy it during the winter months) we propose to
relocate our master bedroom to the existing sun deck area. This

also propose to convert the guest bedroom into a den, since the
house, as it is presently laid out, has no den where we can do
"homework ", watch TV, etc.
My wife called your office last week, and was advised that we
should furnish information as to the current septic system. We had
the system cleaned out last Saturday, and we were told by the
cleaning service that we have a 500,gallon tank, constructed of
concrete block with a concrete slab'top. It is located in the front
yard, to the West of the house, as per the markings on the enclosed
diagram. Our well for drinking water is located South -East of the
house, and is also marked on the diagram.
We appeared before the zoning board'on September 24th, and have
been advised that they need your approval before acting on our
application. We have retained an architect,'Mr. Le Roy Van Lent
(914- 277 - 3195), who has indicated that he will be happy.to answer
any questions you may have regarding our application. I do hope
that our application can be acted upon favorably.

The matter having duly come on to be heard before a duly convened
meeting of the Board on the 28th day of Oct. 1993 and the facts,
matters and evidence produced by the applicant, the'Zoning Inspec-
tor and interested parties having been duly heard, received and
considered and due deliberation having been had, the following.are the
FINDINGS OF FACT:
The subject premises are located in the RBL zone with the following setback

which is a Town road. The applicant has requested a variance from the rearyard
setback requirement and a variance to increase livable space by enclosing.an

justified. The criteria for an Area Variance have been met. A practical
difficulty exists and such difficulty cannot be obviated by a method other than
a variance. There will not be a substantial change in the character of the
neighborhood.' The �hairactertiont will hot bed. detrimental to the adjoining
properties. g �vill..be preserved: - ..This is'the
minimum variance that will provide relief.
A short EAF has been submitted as per SEQR4 requirements and, a negative
declaration is in order since it appears that there will be no -major impact on
the environment.
THERLFORE, based upon the above FINDINGS OF'FACT, it is hereby ORDERED that the

Please find enclosed'a copy of a Decision and Order issued by the
Putnam Valley Zoning Board of Appeals granting my client a variance
for rear yard set back to allow the construction of a Greenhouse
addition to their residence. You will note that the Variance is grant-
ed subject to the issuing of a letter of approval from.:the Putnam
County Division 'of Environmental Health Services.
I have also enclosed copies of Supplementary.Drawings SUP -1 and SUP -a,,
dated Nov. 6,1993 eolnsisting of .Plot ;Fkoor`.'Plans.:and- evation -.for. the
residence with the proposed Greenhouse addition of 233 Sq. Ft. shown.

You'will note that the glassed Greenhouse does not have the characteristics
of a bedroom area and that the proposed 'addition is remote from the

a result of the proposed addition.
I would appreciate it very much if you could review the data . If,you,.
agree that there will be no impact the LBA desires that a letter of
