Dear Mr. Laurent:
I have reviewed the site plan including the purported sewage disposal system and
individual water supply for the conversion of the existing three bedroom
residence to a two station hair salon. This Department has no objection to the
proposed change in use with the following conditions.
1. approval is for a 754 square foot two station hair salon only. No expansion
or change in use is allowed without prior approval by this Department.
Approval is for sewage disposal and water supply only. Any other permits or
variances required are the responsibility of the applicant and the jurisdiction
of the Town of Patterson.

A. INTRODUCTION
Mr. John Bertrum is proposing a renovation of the existing
structure located at 104 Fairfield Drive in the Town of
Patterson, New York for use as a hair salon.
The property (Tax. Map No. 36.48 -2 -2) is located on the east
side of Fairfield Drive, approximately 550 feet south of Lake
Shore Drive, consisting of approximately 0.162 ± acres and
within the.NS -2 Zone. The structure was vacant prior to the
start of renovation.
B. PROPOSED USE
The existing structure, containing 754 s.f., will be used as
a hair salon. It is proposed to contain two (2) "wet"
stations (chairs utilizing sinks for washing), two (2) dry

C. EXISTING SEWAGE DISPOSAL SYSTEM
The existing subsi7r_face sew?ge diE,)osal syste -m consists of a
1000 - gallon septic tank, four (4) distribution boxes for four
(4) lateral absorption trenches totaling 200 feet in length.
The proposed flow from the two (2) "wet" stations is 340
gallons per day (170 g.p.d. per station from N.Y.S.D.E.C.
Publication, "Design Standards for Wastewater Treatment Works
Intermediate Sized Sewage Facilities "). This "Flow Rate
Per Unit" (station) includes the lavatory facilities
associated with the facility for which the "Expected
Hydraulic Loading Rate" applies.
The septic tank, based upon the. formula: Size = 1.5 x Flow
(D.E.C. Publication) should be a minimum of 510 gallons (340
x 1.5).. The existing septic tank size is 1000 gallons.
The absorption trenches, based upon a percolation rate of 8 -
10 minutes per inch, should be 189 linear feet total (340
g.p.d. 0.9 application rate -e- 2 trench width). The
existing absorption trenches are 200 linear feet long.
D. POTABLE WATER SUPPLY
The existing potable water is supplied by a 225 -foot deep
drilled well with a yield of 30 gallons per minute. A recent
bacterial analysis of a water sample from the existing well
indicates that "The results of the analysis of this sample-
were satisfactory and met requirements for potable water ".
E. CONCLUSION
Based upon the above documentation, it is our professional
opinion that the existing sewage disposal system and potable
water supply are sufficient to handle the intended hair salon
use.

Dear Mr. Reins;
I am writing to call to your attention several clear violations
of the special use permit issued to John Bertrum as outlined
in the minutes of the Patterson Town Planning Board for
November 5,1992, the site plan filed, and the letter -from
William eg e o- fw....the Putnam County Department of Health.
The site plan filed. shows 3 spots for customer parking and-
2 spots for employee parking. The parking area shown was,.
to be blacktopped, with a guard rail on two sides, or a bond
)was to be posted prior to the granting of a C 0. On page,8
of the minutes, Mr. Striffer said,•,that a CO delineates the
�� use of the building.. The parking area has never been black-
! 1,5 topped, no bond has been posted, yet. -a CO was granted on
January 11,1993 without usage delineated.

sewage than approved.. The owner:�has indicated to me plans
to hire more hairdressers. Additional usage constitutes a
possible threat of contaminationo my well.
One sign is allowed, to be submitted to the palnning
board for .prior approval. There:is presently.a sign over
the door, as w`eli as signs painte'n, on.both windows, and
a double -sided free standing sign which is placed near
the road during business hours.
By far the most flagrant violation has to do with the site.
On Sunday, October 3, and Monday, October 4 I or a member of
my family witnessed 5 dumptrucks of fill dumped on the
property. Two pieces of heavy equipment dumped large
boulders along the.rear property line, and the fill was
graded with a height of 6 feet at the rear of the property.
The subsequent parking lot is now higher than the six foot
fence I was forced -to install to provide a measure of
privacy for my family.

2 Up to four cars back into this area, spewing exhaust onto my
property. On Wednesday, October 6, between 4:30 and 6:00 PM,
J four carswere parked in the rear, two truck6.in front of them,
and four cars in the front.
I have two young children and will have a third in December.
The present use of the property constitutes a hazard to the
health and well being of my family, as well as a severe loss
of the value of my property.
I urge you to take all necessary steps to insure that the
Town of Patterson uses it's duly constituted authority
to insure that the property is returned to existing condition
prevailing prior to October 3, 1993, and to force the owners
to comply with all provisions of the special use permit as
enunciated in the above referenced minutes.
